WHO CAN APPLY?
Candidates must be enrolled in or graduated from the last year of high school at the time of application. Diplomas issued by high schools abroad must be equivalent to diplomas from Turkish high schools. For the 2024-2025 academic year, candidates who meet the following requirements may apply to the appropriate category within the international student quota in EBYU’s associate degree and undergraduate programs.
a) Provided to be in the last year of high school or have graduated from high school
1) Foreign nationals, (provided that those studying in secondary education (high school) institutions in Turkey have enrolled before the 2022-2023 academic year [except for embassy schools, international private education institutions included in the MOBİS system, and foreign nationals admitted to our country within the framework of the project carried out by the Ministry of National Education])
2) Those who were Turkish citizens by birth but lost Turkish citizenship by obtaining permission to renounce Turkish citizenship from the Ministry of Interior and those who document that they have a blue card issued to those who have lost Turkish citizenship upon request (provided that those who are studying in secondary education (high school) institutions in Turkey have enrolled before the 2022-2023 academic year) (Article 7 of the Turkish Citizenship Law No. 5901 states that “(1) A child born within or outside of Turkey to a Turkish citizen mother or father within the union of marriage is a Turkish citizen.” It is beneficial for the candidates who will apply for admission quotas from abroad to examine the Turkish Citizenship Law).
3) Foreign nationals who have acquired Turkish citizenship through acquired citizenship while being foreign nationals / dual nationals in this situation (provided that those studying in secondary education (high school) institutions in Turkey have enrolled before the 2022-2023 academic year)
4) Turkish nationals who completed all their secondary education (high school) in a foreign country other than the TRNC (including those who completed their secondary education (high school) in Turkish schools opened under the auspices of the Ministry of National Education in a foreign country other than the TRNC)
5) Those who have TRNC nationality, reside in TRNC, and have completed secondary education (high school) in TRNC and have GCE AL exam results, and those who have or will have GCE AL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010,
WHO CANNOT APPLY?
1) Turkish nationals who have completed the entire secondary education (high school) in Turkey or TRNC,
2) TRNC nationals (except those who have completed the entire secondary education (high school) in TRNC high schools and have GCE AL results and those who have or will have GCE AL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010),
3) dual nationals whose first nationality by birth is Turkish Republic as defined in subparagraph 2 of article a (except for those who meet the conditions in subparagraph 4 of article a)
4) Dual nationals, with TRNC as one of their nationalities (except for those who have completed the entire secondary education (high school) in TRNC high schools and have GCE AL results and those who have or will have GCE AL exam results by enrolling and studying in colleges and high schools in other countries between 2005-2010),
5) Turkish nationals attending schools under the auspices of embassies in Turkey and foreign high schools in Turkey, or dual nationals whose first nationality by birth is Turkish as defined in subparagraph 2 of article a.
6) TRNC citizens and those who renounced Turkish citizenship/Blue Card holders and foreign nationals who will enroll in secondary education institutions in Turkey as of the 2022-2023 academic year (except for embassy schools, international private education institutions included in the MOBİS system and foreign nationals brought to our country within the framework of the project carried out by the Ministry of National Education)
7) For students of Turkish citizenship to apply for quotas for international student admission if they have completed their entire high school education in high schools abroad (except TRNC high schools), in the context of diplomas obtained through formal education from a high school abroad, it is compulsory to present the entry and exit to and from the country where the diploma was obtained from the passport, school of study or police records, and the period of stay in the relevant country must support that the high school education was received formally. Candidates who received a diploma from a high school abroad through distance education without being abroad cannot be admitted to higher education within the framework of international student admission quotas with these diplomas.

Candidates who have received a diploma from a high school abroad through distance education without being abroad will not be accepted within the framework of student admission quotas from abroad.

In the context of diplomas issued through formal education from a high school abroad, the entry and exit to and from the country where the diploma was obtained from the passport or police records will be checked, and if the period of stay in the relevant country does not support that the high school education was received through formal education, the applications within the framework of student admission quotas from abroad will not be processed with these diplomas.

In evaluating applications, candidates will be considered based on their personal statements regarding whether they meet the application requirements. In the event that candidates do not meet the application requirements or make applications and preferences based on false statements, they will not be entitled to any benefits, even if they are placed.

Since the Exams for the Admission of Students from Abroad (YÖS) conducted by universities in State Higher Education institutions have been abolished, as of the 2024-2025 academic year, student admission to programs that admit students according to success ranking (Medicine, Dentistry, Pharmacy and Law) will be determined by diploma score and only TR-YÖS, and to other programs by the average of diploma score, TR-YÖS and other exam grades (diploma grade 70% + exam grade 30%).

Students with a name/nationality change must upload a Birth Certificate or Name Equivalency Certificate.
TYPES OF APPLICATIONS AND QUOTAS
Candidates who meet the application requirements can apply for EBYU international student admission in the category appropriate to their status from the types listed below.
FOREIGN NATIONAL QUOTA: This is the type of quota to which foreign nationals who are citizens of another country with a single nationality or foreign nationals who later became Turkish citizens can apply.
BLUE CARD QUOTA: This is the type of quota to which the holders of the “Blue Card” issued by the General Directorate of Population and Citizenship Affairs of the Ministry of Interior of the Republic of Turkey to persons who are Turkish citizens by birth and who have left Turkish citizenship by obtaining an exit permit by Article 28 of the Turkish Citizenship Law No. 5901.
QUOTA FOR TURKISH CITIZENS WHO COMPLETED THEIR HIGH SCHOOL EDUCATION ABROAD: This is the type of quota to which candidates who are Turkish citizens or dual nationals whose first nationality is Turkish citizens by birth and who have completed their entire high school education abroad and documented it (those who meet the conditions in Articles 4 and 5 above) can apply.
