Republic of Türkiye – ERZİNCAN BİNALİ YILDIRIM UNIVERSITY Directive on Admission of International Students at Associate and Undergraduate Levels

 


SECTION ONE: Objective, Scope, Legal Basis, and Definitions

Objective
Article 1 – (1) The objective of this directive is to establish the principles regarding the admission of international students into the associate and undergraduate diploma programs within the units of Erzincan Binali Yıldırım University.

Scope
Article 2 – (1) This directive covers the principles related to the admission of international students, excluding European Union programs, national support programs, the Mevlana Exchange Program, and similar exchange schemes.

Legal Basis
Article 3 – (1) This directive has been prepared in accordance with Article 3 of Law No. 2922 on Foreign Students Studying in Türkiye, Article 45/f of Law No. 2547, Article 14/f of Law No. 6287, and the principles set by the Council of Higher Education (YÖK) regarding the admission of students from abroad.

Definitions
Article 4 – (1) The following terms in this directive shall be understood as:
a) Unit: Faculties, Schools, Vocational Schools, and State Conservatory within Erzincan Binali Yıldırım University,
b) T.C.: Republic of Türkiye,
c) TRNC: Turkish Republic of Northern Cyprus,
ç) International Student Admission Commission: The commission responsible for preparing the annual application guide and managing the student admission process (hereinafter referred to as “the Commission”),
d) Commission Chair: The Coordinator of the International Relations Office at Erzincan Binali Yıldırım University,
e) Institutional Coordinator: The Vice-Rector appointed by the Rector to coordinate international student affairs,
f) Program: Diploma programs at associate and undergraduate levels,
g) Rector: The Rector of Erzincan Binali Yıldırım University,
ğ) EBYU: Erzincan Binali Yıldırım University,
h) Senate: The University Senate,
ı) TÖMER: The Turkish and Foreign Languages Research and Application Center Directorate,
i) University Administrative Board: Administrative board of the university,
j) YÖK: Council of Higher Education,
k) International Relations Office: The unit responsible for the application and admission process of international students,
l) Application Guide: A guide issued each application period through the Commission’s work and Senate approval, covering application procedures, requirements, quotas, accepted exams/graduation documents, and evaluation procedures.


SECTION TWO: Principles of the International Student Admission Process

Determination of Quotas
Article 5

  1. Quotas and special conditions for the admission of international or foreign-national students to formal, evening, distance, and open education associate and undergraduate programs shall be determined by the Senate.

  2. These quotas, as determined by the Senate, are reported to YÖK annually within the designated timeframe. Final quotas are confirmed based on the response from YÖK.

  3. If a program receives no applications or has unfilled quotas, unused quotas—excluding Medicine, Dentistry, Pharmacy, Law, and Teaching—may be transferred to other programs upon the University’s request and Senate approval. For the aforementioned excluded programs, transfers require approval by the Executive Board of YÖK.

Publication of Application Guide
Article 6 – (1) The Commission shall prepare the application guide each year by the last business day of May and submit it to the Senate for approval.

Receiving Applications
Article 7

  1. The application guide shall include application periods, deadlines, special conditions, and the method of application.

  2. Applications must be submitted within the timeframe stated in the guide.

  3. Required information and documents must be fully and accurately submitted.

  4. Incomplete or non-compliant applications will be rejected.

Eligible Applicants
Article 8
(1) Applicants who are in their final year of high school or have graduated may apply if they meet the minimum requirements specified in the application guide.
(2) Eligible groups include:

  • Foreign nationals,

  • Former Turkish citizens who lost citizenship by permission and Blue Card holders,

  • Dual citizens whose first nationality was Turkish by birth and later acquired a foreign nationality,

  • Turkish citizens who completed the last three years of secondary education abroad (excluding TRNC),

  • TRNC nationals who completed secondary education in TRNC with GCE AL results.
    (3) Ineligible applicants include:

  • Turkish citizens who completed all secondary education in Türkiye or TRNC,

  • TRNC citizens (with exceptions),

  • Certain dual citizens,

  • Turkish nationals educated in embassies or foreign high schools in Türkiye.

Accepted Exams and Minimum Scores
Article 9

  1. Accepted exams and score thresholds are announced in the application guide. The Senate reserves the right to update the list annually.

  2. Applications are only accepted with the documents and scores listed in the current year’s guide.

Evaluation and Placement
Article 10

  1. Applications are evaluated and placed by the Commission according to the application guide. Applicants are ranked by score, preference, and national quota criteria.

  2. Special talent programs also require success in a talent exam.

  3. Meeting the minimum requirements does not guarantee placement.

  4. Applications that do not meet the conditions are not considered.

  5. In case of multiple applications by one candidate, the first valid one is accepted.

Announcement of Results and Enrollment
Article 11

  1. Placement results and information on acceptance letters are announced online and considered official notification.

  2. Enrollment must be completed within announced dates; otherwise, the right is forfeited.

  3. Required documents are published with the results.

  4. Applicants must pay the Guidance, Counseling, and Orientation fee to the designated account and submit proof.

  5. Final registration procedures and document requirements are detailed in the application guide.

Additional Placement
Article 12 – (1) Additional placements may be conducted for unfilled quotas. These placements follow the same registration procedures in Article 11.


SECTION THREE: Miscellaneous and Final Provisions

Fraudulent or Incomplete Documents
Article 14 – (1) If any forged or altered documents are submitted during application, placement, or enrollment, the student’s registration will be annulled, even if finalized. Diplomas issued in such cases will be revoked.

Tuition and Financial Guarantees
Article 15

  1. Tuition is determined by the University Administrative Board within the limits set by the Presidency and approved by YÖK.

  2. Applicants must provide proof of sufficient financial means to sustain their education in Türkiye.

Commission and Authority
Article 16 – (1) The Commission is chaired by the Coordinator of the International Relations Office. Members are appointed upon recommendation of the Chair and approval of the Institutional Coordinator.

Unspecified Provisions
Article 17 – (1) In cases not covered by this directive, the university’s Associate and Undergraduate Education and Examination Regulations and related laws apply. Decisions of the Commission prevail in all other cases.

Enforcement
Article 18 – (1) This directive enters into force upon Senate approval.

Repeal of Previous Directive
Article 19 – (1) This directive repeals the earlier “Directive on the Admission of International Students” dated 13/06/2017, No. 07/13.

Execution
Article 20 – (1) The Rector is responsible for executing the provisions of this directive.
